Mix fiscale in Europa: adeguare la tassazione a cambiamenti e future politiche

A Bruxelles lunedì 28 novembre per discutere del futuro mix fiscale

Le nostre società affrontano sfide strutturali a lungo termine – come i cambiamenti climatici, l’invecchiamento, la digitalizzazione e l’evoluzione dei mercati del lavoro – alle quali le nostre finanze pubbliche e i nostri sistemi fiscali dovranno adattarsi.

La Commissione europea intende avviare una discussione ad alto livello sul modo in cui la tassazione può adattarsi ai rapidi cambiamenti fondamentali che si profilano all’orizzonte. Per questo motivo, i ministri delle Finanze dell’UE, responsabili politici di alto livello, il mondo accademico e la società civile si riuniranno a Bruxelles lunedì 28 novembre per il “Simposio fiscale dell’UE — Verso il 2050: il mix fiscale per il futuro“.

Le discussioni si concentreranno su come adattare al meglio il mix fiscale per renderlo adeguato alle esigenze future, salvaguardando nel contempo entrate fiscali sufficienti a garantire la sostenibilità di bilancio e un sistema fiscale efficiente ed equo. I partecipanti discuteranno inoltre di come la tassazione possa sostenere la lotta contro i cambiamenti climatici e il degrado ambientale, correggendo i segnali di prezzo e influenzando i comportamenti. I partecipanti discuteranno inoltre del futuro dell’imposizione societaria, allo scopo di progettare un sistema fiscale più efficace ed equo.

Obiettivo è stimolare un ampio dibattito su tutti i tipi di imposte riscosse a tutti i livelli e fornire orientamenti per la futura definizione delle politiche dell’UE in questo settore. Tra gli oratori figurano il Vicepresidente esecutivo Valdis Dombrovskis, il Commissario Paolo Gentiloni, la Commissaria Kadri Simson, il Presidente della sottocommissione per le questioni fiscali del Parlamento europeo Paul Tang, la Deputata al Parlamento europeo Aurore Lalucq, il Ministro delle Finanze della Cechia Zbyněk Stanjura, la Prima Vicepresidente del governo di Spagna e Ministra dell’Economia e della digitalizzazione Nadia Calviño, il Sottosegretario di Stato tedesco all’Economia e all’azione per il clima Sven Giegold, nonché altri oratori di alto livello dal mondo imprenditoriale e accademico.

What tax mix for the future?

Our economies and societies are undergoing long-term structural challenges. These include demographic change, technological change, globalisation, environmental degradation and climate change, and increasing inequalities. Without a policy response, these megatrends are expected to negatively impact the sustainability of our tax mix in the future. It is therefore crucial to reflect today on how to best adapt our tax mix to render it future-proof, while safeguarding sufficient tax revenue to deliver fiscal sustainability and assuring an efficient and fair tax system.

This session will discuss how to get to a tax mix that will help our societies get ready to face current and upcoming structural challenges, through evidence-based policymaking.

The role of taxation in supporting EU energy autonomy and sustainable growth

Climate change, as well as Russia’s war in Ukraine, are driving Europe’s urgent need for clean and sustainable energy and is spurring action to deliver on the EU Green Deal. Taxation has a major part to play in this transition. Behavioural taxation is a well-established policy tool that can help steer societal, business and personal choices towards the achievement of common objectives. Green taxes, such as those on energy, can therefore help to accomplish environmental goals.

As the EU moves forward on its overhaul of the Union’s energy taxation rules, this panel will discuss how taxation can support the fight against climate change and environmental degradation, by correcting price signals and influencing behaviours.
